Blue World
The long-term effects of today’s policy decisions.
Blue World is a domain-agnostic decision system. It projects how decisions taken today may play out over 10- and 20-year horizons, across financial, environmental and social dimensions, so that policymakers, institutions, companies and non-profit organisations can compare options before committing to them.
The challenge
Policy decisions are taken in the present, but their consequences unfold over decades and across areas that are usually analysed separately. Financial, environmental and social effects interact, and the assumptions behind each option are rarely made explicit.
What we built
Blue World is the first version of our decision harness: an agentic architecture that structures a policy question, gathers the relevant evidence, models how the system responds and projects the effects of each option over time.
Because the harness is domain-agnostic, the same architecture has been applied to coastal pollution and tourism, and to housing access for younger people, without rebuilding the system for each case.
Beyond the state of the art
-
One harness across policy domains
Decision tools are usually built for a single domain. Blue World separates the reasoning architecture from the domain, so new policy questions are configured, not rebuilt.
-
Coupled, long-horizon effects
Financial, environmental and social effects are projected together over 10- and 20-year horizons, so trade-offs that only emerge over time become visible at the moment of decision.
-
Agents for evidence, people for judgement
Agents gather, structure and connect evidence, while assumptions stay explicit and decisions remain with people.

- 06Review and decisionDecision-makers
Agents prepare and structure the analysis; people define the question and take the decision. Assumptions stay explicit, so options can be compared and discussed on the same terms.
Applications
Coastal pollution and tourism
Policy options where environmental protection and tourism activity meet along the coast.
Housing access for younger people
Existing measures reviewed, and the long-term implications of possible changes explored.
In use
Blue World has been used by institutional users in Spain, Portugal, Ireland and France, across environmental and socioeconomic policy contexts.
Its decision harness is also the foundation of StockGPT Engine, where it was extended for operational and financial data.
